The Second World War war establishment for a Canadian Headquarters Signals started out as CDN III/21 and was later renumbered to be CDN III/312. The establishment was originally used as part of a higher formation signals unit such as:
- Army Signals
- General Headquarters Signals
- Line of Communication Signals
- Air Formation Signals
however later a separate establishment was created for the General Headquarters and Line of Communication Signal units (CDN III/301). This left CDN III/312 used for:
- Army Group Signals
- Army Signals
- Air Formation Signals (Tactical).
